Nepal Reluctant To Recognize Kosovo 
----------------------------------- 
 
¶1. (C) On July 1, the Acting Deputy Chief of Mission (A/DCM) 
met with Foreign Secretary Gyan Chandra Acharya to urge the 
Government of Nepal (GON) to recognize Kosovo's independence. 
 Acharya responded that recognition was a "very difficult 
issue."  He indicated that the process by which Kosovo had 
ultimately obtained its independence, after the failure of 
negotiations with Serbia, as well as the current internal 
debate in Nepal on autonomy and self-determination were 
complicating factors.  The Foreign Secretary claimed that, 
while two-thirds of European Union members had recognized 
Kosovo, one-third had yet to do so.  He admitted that British 
Ambassador Hall had also approached him to push for 
recognition.  Acharya stated that he had responded that the 
GON's expectation had been that the United Nations would 
reach consensus on the issue.  Since that did not happen, he 
anticipated that the GON would eventually recognize Kosovo, 
but that step would be delayed. 
 
Or To Support World Bank/IMF Membership

¶2. (C) The A/DCM also urged the GON to support Kosovo's 
membership in the World Bank and the International Monetary 
Fund (IMF).  Acharya mentioned that Nepal's central bank, 
Nepal Rastra Bank, had contacted him a day earlier to seek 
advice on Kosovo after being approached by the local IMF 
representative.  The Foreign Secretary stated that, since the 
GON had not yet recognized Kosovo's independence, it would be 
inappropriate at this time to support Kosovo's membership in 
the World Bank and IMF.
