NEGOTIATIONS AT EU SUMMIT

(C)  President Adamkus's September 1 EU Summit statement will 
call for three actions: acting to help Georgia; strengthening 
the relationship with the EU of the countries bordering 
Russia (including Ukraine and Moldova); and reviewing in full 
current EU-Russia relations.  MFA Acting Director of the 
Eastern Neighborhood Policy Department Nortautas Statkus 
previewed the statement with Post August 29 and elaborated 
especially the last point, saying it may include calls by 
Adamkus to suspend the current post-PCA negotiations or at 
least to omit reference to Russia as a "strategic partner" of 
the EU in any final agreement.  He also said Lithuania favors 
a donor conference to take place in Tbilisi but said the 
Lithuanians hope the French, as the Presidency, will raise 
the idea themselves.
