SUBJECT: FM VAITIEKUNAS WILL ADDRESS RUSSIAN THREATS IN
COMMUNITY OF DEMOCRACIES KEYNOTE

REF: STATE 97313

¶1. Post discussed reftel points with Deputy Director of the
MFA Global Policy Department Arvydas Daurnoravicius who will
be the point person for the Community of Democracies when the
Lithuanians assume the chairmanship next year.
Daurnoravicius confirmed Foreign Minister Vaitiekunas will
give the keynote address at the September 26 meeting in New
York and said he will likely address the recent "threats" to
democracy in Europe, calling attention to Russian actions in
Georgia.

¶2. Comment: Daurnoravicius assumed his position last week
after having been the Lithuanian Consul General in Chicago
for the last four years. He is not yet familiar with much of
his portfolio, including Community of Democracies, but
assured Post that Lithuania is both excited and ready to take
a leadership role in promoting democracy worldwide.
