(C) Poleconoff delivered reftel points on November 4 to Joao 
Neves da Costa, Portugal's MFA Director for Middle East and 
Maghreb Affairs, and Sara Martins, MFA Deputy Director for 
International Political Organizations.  Martins stated that 
Portugal would support a "common EU position" on a resolution 
endorsing the Goldstone Report recommendations.  According to 
Martins, the EU was currently in negotiations with the 
Palestinians on the final text of the resolution, which she 
believed would be amended by November 5.  She pointed out 
that the EU was also coordinating closely with the U.S. to 
ensure that the resolution did not have negative effects on 
the peace process.
