¶1. (C) After receiving reftel information, Robertas Rosinas, 
the head of the Lithuanian MFA's Arms Control and Terrorism 
Prevention Division told us that early drafts of EU 
statements to be presented at the IAEA Board of Governors 
meeting March 2-6 "speak very strongly on" Iran and Syria and 
generally are in line with the U.S. position.  But said 
Lithuania will adhere to its tradition of not making national 
statements, instead working to ensure that the EU statements 
reflect Lithuania's position and are strong enough. 
 
¶2. (C) Rosinas said he expected the EU also to issue a 
statement on North Korea at the Board of Governors meeting. 
"The mood is that we will be speaking strongly on all three 
countries," he said. 
 
¶3. (C) He said he also expected the EU indirectly to 
reference Belarus with a statement that every country that 
wants to begin developing a nuclear energy program must 
accept all safeguards.  "The problem is that Belarus hasn't 
ratified the Additional Protocol yet."  He said the EU would 
not mention Belarus by name, but would make clear at whom 
this "soft signal" was directed.
